No. 3918 Wrecker was made in 1984-1985 and did not have brown gears. This one has a brown drive gear and white worm gear so the drive gear is a replacement, likely for a cracked gear, which is very common. The wiring and light bulb are not original.

With that said, anything this old can have some restorations to get it to working order, however, they used the wrong bulb and wires. Take this into consideration if bidding.
