No there are a few others i have purchased that are not shown in this pic. But no one so far has answered my question about all the vehicles being sold on blister cards?
You can check the Tyco catalogs from the period and see in the assortments that most were.

The 3061/3061B is the Coke/Roadway combo. Not sure how it was acquired for retail. Special order I assume.
Set only slots were the blue/yellow dump, the Army dump, Army Kenworth,
GI Joe Pete and Cobra troop carrier. These weren’t sold retail.
In the same hand the Army flatbed and GI flatbed were set only as well.
So, yes, almost everything was sold on card, except for those set only items.
