Crane Pipe Loader Repair

I’m in process of restoring my US1 trucking set. Have a question regarding the Crane Pipe Loader. It works but isn’t getting pipes over the lip of the green truck. I know it used to work and I’m wondering if anyone has a suggestion on how to modify or tune up the device so
