Crane Pipe Loader Repair

I’m in process of restoring my US1 trucking set. Have a question regarding the Crane Pipe Loader. It works but isn’t getting pipes over the lip of the green truck. I know it used to work and I’m wondering if anyone has a suggestion on how to modify or tune up the device so

to me it seems like the base of the crane is not pushed all the way down in the base. When you push the base of the crane down in the slot you should hear it snap into the base and then the top of the crane will stand more upward
